1) The cord is not likely rated at the proper voltage for ballast to bulb connection.
2) The plug is not likely rated at the proper voltage for ballast to bulb connection.
3) YOU may know what the plug is for, but that does not mean that somebody else will. I.E. using a standard 3-prong plug/receptacle is not a good idea.
