Sump Filter

I have a 65 gallon reef tank, all corals and limited fish. I am using a Marineland Bio-Wheel, wet/dry filter and I sometimes notice the wheel not turning. Once I clean out the fiber pre-filter it works fine. Should I switch to a bio-ball wet/dry sump filter system? If I should, what is the best way to transition so I don't shock my aquarium with a dramatic increase in ammonia, nitrite, nitrate and phosphates? Can this be done safely? Thanks!

No need to switch if you don't have any issues, but am surprised you managed that far with a biowheel :)
If you decide to switch, you will need to run the WD setup in parallel for a few weeks so that bacteria develop on the bio balls, once that is done, you can remove the bio wheel and your tank wont feel the difference.

Bio ball filtration is not recommended for a reef tank, they produce nitrates.
If the bio-wheel works & nitrates are low use it.
Reef tanks use the live rock for filtration.
