sump section, no water movement at top

I have a question about my sump. My sump is a 40g with three sections. The first section on the left houses my skimmer. The second section in the middle houses my rock. The third section on the right houses my return pump.

The way I have my baffles, in the return pump section, the flow comes out the bottom of the baffles. So my water current is in the lower part of the tank in that section. The water that is on top has little to no flow. I can see it looks as if its stagnant. Should I be concerned? The return pump is pumping water back in to the DT, so there is water movement.

Would you place a small powerhead in the return section to stir the upper portion of the water or just let its do its thing where the return pump is moving the water up
 
Generally the water flow into a return portion of the sump comes from the top of a baffle rather than the bottom, you could add a small power head 5-10gph just to keep the water moving.
 
It's obviously not stagnant, just a bit of surface scum buildup. Won't do any harm. I simply net any out of my sump every few days.
