Though I can't speak of your species in question, I know my Pseudochromis diadema (Purple Stripe Diadema/Dottyback) is quite the agressor. He is roughly 2.5" and my female 4" Tomato won't touch him or go into a chase if he so happens to wander in my Tomato pairs cave. This Tomato will repeatedly nail my hand when I'm fragging, has killed some 4 chromis' and is full of pi$$ & vinegar.
The Dotty back did at first take some scales off the male Tomato, but has been a model citizen since. In your case, I would fear the Snowflake Occelaris would be pushed around if in less than some 75gallons and not larger then the Dottyback. I only risked this combo in my 58gal, b/c I knew my female clown was a goon and could handle her own and anyone that picked on hubby.
