I don't think getting a fish you know is too big for your tank is a good excuse to upgrade. Something is more than likely goin to happen that is going to keep the OP from upgrading, such as less free time, financial issues, and family things are just some things that may happen this putting the upgrade off for awhile or meaning the tank has to come down. That upgrade may be put off a year, two, maybe never having the chance of happening. Stock for the tank you have, not one you think you will have.

There is a substantial difference in growth rate between a hepatus tang that is 1.5" compared to one that is 4".

Regardless of that fact, it goes against everything I believe as a responsible reefkeeper to purchase a fish with the hope that I can trade it in to a LFS at some point down the road.

I agree completely irresponsible and not anything a person that cares about fish would do.
 
Just get the fish and upgrade in the future or sell it to a fellow hobbiest on RC in ur area. People are always looking for a regal tang. also, a 1.5" tang doesn't need 250 gallons to thrive. It will do just fine.
 
You will get many opinions on this, I have had hippo tangs in my tank for decades and I like the tiny ones but they grow very fast and in a few months will be 3 or 4 ".
My tank is only 100 gallons and they have no problem living 10+ years in there as most of them have. None of them ever got to large but I did give a few away just to get other things.
I feel they are one of the nicest colored fish and very hardy but they are very suseptable to HLLE like many tangs.
