swollen eye - Hawaiian Squirrel Fish

My Hawaiian Squirrel Fish has a swollen eye, could this be due to an infection? I have treated with Oodinex but has not taken away swelling! He is eating, Artemia, Marine Pellets, Mysis, Fresh Prawn - Please Help!

just pop-eys, not cloudy eyes?
do you happen to see lots of fine mists/microbubbles in water?

Thanks for response. It is 1 eye swollen and looks like a couple of air bubbles inside of eye lense! no micro bubbles in tank
