Tang help

Not know what wrong with my tang i have for two years now water so far is ph .0 cal 430 alk 9.5 nitrate .10ppm no amonia and phos he is in my 75 gal and is whith a perc, green chromis, PJ cardinal and 6 line wrasse, i feed him nori every other day, and palets with garlic elixir garlic guard fish oil, and also feed them frozen brain once a week, change water every week also, any idea on whats going on with it sence all other fish have a great color and no sings of ich. it looks to as if someone is tearing him up. There is really no sign's of a bacteria infection or other wise. He looks healthy other than the fins. How long has this been going on? Did they slowly get like that or was it a drastic thing?

No is been slowly done no sings off any other fish doing anything to him it just happen and i don't know the reason for it at first maybe stress and i add a groud prove to the tank and nothing is been like this for a good four month now
