I have a feeling that the rubble would do the same as the bioballs. Remember that the crud leaving your tank will have to flow through the rock so the rock will wick all of that into it
Yeah I would think about redoing the overflow or maybe putting another piece of glass at the top of the overflow like a little shelf angled down so the water would slide down the "shelf" before hitting the water

Anyways about the tank, I and some of my good buddies decided that using bio-balls was the best way to get rid of the noise while still having some type of filtration. This tank was made to grow out acros and not set-up for a bunch of live rock and what not. So in the end I will use bio-balls for the filtration in the prefilter box.
I added some water(have to take a few trips in my small car) and the tank is now cycling. Here are some updated pictures.

WHat size pipe is in the overflow box? You should be able to fit one of my Aqua-Silencer standpipes into your space. Drop me a line and I can give you the exact dimensions
