here is your answer. The fans are whats causing the noise. There are only 3 moving parts in these lights and they are fans.
How do i know this? I have these lights and have sold several of them to other members here with good reviews (although mine are not taotronics, they are similar). They dont test them before selling them. So you get what you get. I opened the boxes and tested the lights. To replace the fans (which you shouldnt have to do), you will have to cut the wires (they are spliced) and rewire the fan in / solder it. If you are good with that, you can easily do it, if not, I would return the light and find a seller who checks the lights prior to shipping. New lights should NOT have problems, and to say that you got dollar store stuff is ridiculous. These arent $1. They are 150 per each unit, which would end up 450 for 3 lights.. about the same as a decent used t5. You are acting like its $40.
OP if you have a question on how to do this properly, message me and I can walk you through it.
