target mandarin stressed

my target mandarin keeps burying itself under the sand slightly. i just recently added a new clown to replace one that jumped, and it has been aggressive with my other clown. I was wondering if it could be harassing my mandarin? I have a BC29 and there are only those three fish.
 
Is the burying happening at night? Cause mine does that sometimes and my understanding is that it's normal behavior. There's certainly nothing in my tank causing it any stress as it actually tends to be the bully in my setup.
 
I've kept green and blue mandarins for years, and never noticed. It may be normal. I've never had target mandarins. She's not really stressed as much as being aggressive and burying itself slightly. Could it be because of the small tank size? I wouldn't think so, but this is the smallest tank I've owned. I've never seen their temperament in a tank less than a 60
