My tank has been up for 3 weeks now and I have little a lot particles floating thru the water, is this just coming off the rock and will it go away.

are there particles on the glass also? it sounds like your first sprout of pods. take a real close look at them and see if thy are tiny creatures.

Get a turkey baster and try blowing the silt off the rocks. If you have a ph, you can use that too.
The skimmer hopefully will get some of the sediment floating around.
