Thinking of switching to 7095 or 7096 from apex to control pumps

I have been using the apex for a few years now and have been pretty happy with it but I dont like that I cant run the pumps at less than 30% power. So, I am thinking about making the switch. Looking for likes/dislikes on both the 7095 and 7096.

Just to clarify, the 30% limit is from the pumps, the same applies with the 7095 or 7096. The pumps themselves are harmed and should not be run at speeds of 1-29%, this is not a technical limit of the controller.
