totally white foam

Whit small bubbles is what I am getting out of the top of my skimmer. I doesn't matter if the valve is opened all the way or is shut all the way. Any suggestions? It is a RO set at 7 inches which is ball park for what is called for by the munufacturer.Ireally don't understand why there is still flow with the valve turned all the way closed

Is the air inlet tube clogged up?

Or is it gunked up where the air tube attaches to the pump, or does the pump need cleaned?
