I think most people will tell you to ditch the sand, or maybe just keep the the top inch of it if it's DSB.
I believe bottom sand could have toxins if 3 years old.
All new water not good either, keep as much as you can, at least half.
You should be able to use the sand, but it would be a good oportunity to clean it out. Keep a couple of cups aside and remove and rinse the rest after everything else is out of the tank. The couple of cups will re-seed it.
