As Shawn said, it is not possible without great expense, you would need a controller for the HZ which tend to be very expensive and have to be custom tuned to the motor to vary the voltage slightly as well.
It can but needs to be in 15 minute intervals at minimum. Any shorter will quickly ruin the pump and void warranty. Longer cycles the better for extending pump life.
