I know that this skimmer will run in a sump with the water level being between 3.9" and 11". I was wondering if there was a optimal level that you have found the skimmer performing best at?

When configured for use in a sump with the bottom piece without the slots, external elbow and vertical pipe the internal level will pretty much remain the same regardless of the water level in the sump (provided it is in the 3.9-11" range).

The external vertical pipe essentially functions as a fixed water depth.

As Paul said, there is no optimal but I prefer 6-10" of water for a safety margin to prevent the pump running dry and to avoid the skimmer taking in water through the air intake at the deeper levels.
