Unexplained cloudiness in the water...

I am helping my coworker diagnose and treat a problem with her fish tank.
She says that her tank has been very cloudy and she hasn't been able to figure it out.

I told her to:
- Take her skimmer apart and clean it.
- Do a big water change.
- To feed a quater of what she has been feeding.

She did all of this, this past week and she said that it did improve but it did not fix it.

Any idea if this may be caused by a organism blooming? (and not just accumulated protein)
 
I agree on the bacteria bloom. She might try a skimming on the wet side for awhile along with everything else and see if that works.
 
if the skimmer is skimming more then usual and its really think foam coming out, its probably a bacterial bloom.
does she dose kalk? maybe her chemistry is off and calcium is precipitating out.
also does she have a ton of caulerpa in the fuge that might have gone sexual recently?
did she do an ammonia test to rule that out?
how are the inhabitants of the tank doing?
