Upgraded lighting to T5 have ?s

Just upgraded from a 48inch 260W orbit PC to a 48 inch Current Nova Extreme 48" 8X54 T5. I bought this unit from the classifieds here for $225. The guy i got it from said the actinics would blink every so often. After hooking it up I have saw them blink once.

How do i fix this, i am confident DIYer and i figure it might be a ballast but thought you all could help.

Also what bulbs would you advise me to use.

Couldn't you just try putting the daylight bulbs in their place and see if they blink too? That would tell you if it's the bulbs or something else like a ballast.
