Very Confusing Anemone!

Heat may be an issue with a 12 gallon tank even if you use an external fan especially in the summer months. Do you plan on removing the top? That is what I did. It has worked out great.
 
I have BTAs cloning and growing in my RSM which is just compact lighting.. this one looks small young and not yet accustomed to its new tank, yet.

Keep doing what you're doing keeping its water quality high and maybe while its inflated see if it'll eat some small bits of mysis or something about that size and it may help its recovery too.

Sometimes they do need greater light but you'll see signs of bleaching. That one looks colored but not colorful, maybe its recovering from a bleaching event that happened before you had it. Hard to tell. Usually anemones just take a lot of time.
 
The viper clip on MH are nice. May wanna look into the sunpod as well, or even a pendant fixture depending on tank placement and clearance. nanocustoms has some lighting upgrades as well if you wanna keep the stock look with the hood.

BTA's are a thing of wonder. I have one in my tank that was placed in the top third with good flow and light. Came in one night and it decided to take a walk. First it liked the overflow and wanted to travel into it. then decided to cross the tank and settle right at the bottom under the output and PH out of the flow path and basicly right on the sand but it is happy and eatting.

Thats exactly what i was thinking about doing was removing the hood ... I don't like the thing i think its a piece of crap imo.
