Blue stripes would do OK in a std 20 gal, but they'd be more at home in a rocky/reef-type setting. Make sure you get a M-F pair, as males with fight to the death. You could also keep dragon-faced pipes (Corythoichthys haematopterus, C. intestinalis) in such a setup, altho DF's can be tuff to feed, esp at first.
I don't know if you're thinking TRUE seagrasses (which require at least 4" of substrate for their root system and LOTS of light) or doing a "simulated seagrass" look with macro such as Caulerpa prolifera, which is much easier to care for.
If you want to do pipes in a seagrass setting, I'd consider a group of dwarf pugnose pipes (Cosmocampus hildebrandi).
