whats the proper flow rate for a chiller?

I have a 3/8" siphon tube going to my 1/4 hp chiller then into my sump through a 3/8 hose. should I restrict the flow to allow the water thats circulating through the chiller to get colder? or just let it flow full speed to get as much water to pass through it as possible?
 
If the flow is too slow, your chiller will go on every 10 minutes or so.. i can't explain why but it does. I'm trying to figure out the same question b/c I thought that slower flow would mean longer contact time with the chilling coils/mechanisms. Seems to be the reverse b/c my chiller goes on less with MORE flow.
 
You should know the flow rate of you chiller and adjust from there...I can't believe that there's a 1\4 hp chiller made that will work proper with that slow of flow...

Just a wild guess and say your doing between 50 and 100 gph (just going by my limited knowledge of 1" siphon) are you sure the heat exchanging tube will fill completley ? What kind of chiller? IMO, that flow is really week.

What's the recommended flow?
