I am in southern california, which is probably a prime location to buy all kinds of saltwater stuff, and I have never seen cuttlefish anywhere. I'm sure that you have to get them shipped to you since they aren't native to southern califonia.
Cuttles are usually pretty difficult to acquire. You have to be very patient to not put anything into your tank until you find the cuttle. This could take months. Your best bet would be to find someone that bred them and either has eggs or juveniles. Sometimes places online will randomly get one in, so you can scout them out every once in a while.
Buying adult wild caught cuttles is a bad idea. They are more than likely adults which means they may only have months or weeks to live. Plus, the chain of custody doesn't really understand their special needs, so they usually arrive in poor shape.
I have seen the S. Officinalis on the divers den not to long ago. Howevere those cuttles pretty large and as Thales said...it's not such a good idea buying wild caught cuttles. I have been on a hunt for a few months now for a CB Sepia Bandensis but i have still not tracked a juvi or even any eggs down. The tank will remain empty till i can find one...
