Very interesting... I've had my eye on those Luxim plasma bulbs too. I have been waffling back and forth on lighting combinations too. I strated out thinking MH/T5 but decided I didn't want all that heat and energy consumption. Then decided all T5. Then decided all LED. Then I saw the plasma bulb... hmmm.
I am now leaning toward mostly all T5 with LED supplementation. ATI has a dimmable T5 powermodule that is now available. I'll use two 6 bulb units for a total of 12 bulbs. I will probably supplement with about 52 LEDs (combo of 75% royal blue : 25% cool white). I'll make two 48" strips with 26 LEDs on each strip. I have just seen so many amazing all T5 tanks. With 12 T5 bulbs to work with I will be able to come up a bulb combination to create the exact look I want. With LED supplementation I'll be able to add some shimmer to the tank along with the insane actinic pop those royal blue LED provide.
I am several months out before I do anything. Perhaps you could persuade me toward the plasma bulb. I just figured that technology is so cutting edge that they will probably have a much improved color spectrum in a couple years. However, I realize that they are a crisp blue when not run at full power. I can't wait to see yours up and running!
