6 or 4 39watt T5's for 19" deep tank

I have a 38gal tank that I was trying to sell.
Since I have no buyers.. and I don't want to give it away...

I figure I could put live rock, sand and an anemone in it.

I was planning on open top with a 36" tek fixture

They come with 4 or 6 bulbs.

I am assuming I should just get the 6 bulb unit.
Would this be too much light for an anemone??
