This is not likely related, the controller gets an 8V signal only and regardless of jumper voltage, it would only get a different signal if the potentiometer knob on the pump was turned down, this adjustment is only used when no controller is present and with a controller, must stay at full power. I would suspect a controller issue, cable issue or the potentiometer is turned down. Also be sure you got the right jumper for your power supply, 6105.240 must use 6105.242 jumper, 6101.242 is not suitable and only works for 6101.240 power supply (older version). It is also possible the pump is dirty or jammed in some way and the power supply is overheating, shutting off and resetting, but the proper 24V jumper alone could not cause this.
