7095 does not go to 100%

I set mine to interval 2, 6hr interval, 3s pulse, 30% to 100%. The top knob (1b) = Max. 1a = 30%. 2b=Max, 2a=30%. However, the LED indicator on one pump will pulse between 60% and 80% while the other is at 30% which is correct. I expect it to pulse from 30% to 100%. Am I doing anything wrong? After the 6hrs interval, the other stream does the same thing??

Is this a new controller or is this an older set up? Either way, the LED's are the issue, the pumps are indeed going to 100%.

This is the new controller that I brought from a local reefers. It is new in the box though.
So, you are saying that the LEDs are not pulsing correctly from 30% to 100% even though the pump are doing it?

Yes, it is a bank of resistors that is choking down the power to far to light the top LED. Send it in and I'll swap it out.
