by the pictures that i see i think your tank needs more live rock and good flow within the tank is also a must . i think you said you had two powerheads in your tank and they should provide sufficent internal flow IMO.
a 180gal tank with 30lbs of live rock just doesn't have the power to digest well enough and i would say thats why you have measurable ammonia and nitrate. when you get 130 lbs of rock in that bad boy it will come around . you also could use some live rock in your refugium and that also help out . my sump is a 75 gallon refugium and a 100 gallon vat full of live rock and i can put a dead chicken in my tank and all it would do is dissapear .

does this system have an operating wet/dry?

is the nuisance algae mainly growing around the water returns or the whole foam wall?

obviously.... if PO4 and nitrates are kept below a certain threshold you SHOULD be able to (eventually) starve out the algae without removing the foam...

but keep in mind if the foam is slowly releasing fuel for algae growth the battle might be a protracted one
 
Took out all bio balls . Did 30 gal water change , Clean everything will test in a day or so. Added 30 pounds of live rock.
