Aquascape Structure Help

I would like to build a structure very similar, if not identical, to "œWesley's Reef" with a floating shelf.

Is there someone local skilled in putting this together with Marco rocks or similar?

(Willing to pay/hire someone to do this. I don't have the time or skill. Lol)
