If that's a DSB its not deep enough FB. You need at least 6" I plan on doing a RDSB and a buttload of bioballs and a skimmer / UV light. Eventually.

Are you attempting a remote deep sandbed or a fluidized sand filter ?

I am not familiar with the concept of a deep sand bed of 8 - 9 inches. Can you explain the benifit 8 inches has over 2 inches? Do you leave the 8 inches untouched or do you stir it up?
You will need on heck of a skimmer with that bio load.
. However they warned me I need to use them within 24 hours as the water will go toxic much quicker due to the volume of rotifers. I will be picking them up Saturday morning after they drop them off. The great thing is they pack the rotifers in the bags on Saturday morning so they will only be in the package for about 3-4 hours when I get them.

Good idea, you should populate the sand bed to keep it going strong, with 8-9 inches of sand, can have a lot more going on than just the bacteria.
Can't tell from the pic but the sand looks pretty dirty, may need rinsing.
