I come home today and find my sailfin/algae blenny on the sandbed near a rock where my coral banded shrimp is at. I watch them for a while, and the shrimp slowly moves down and picks on my blenny. Is this usual?

Yes, they're cleaners. Do keep an eye on it however, as many tanks don't provide enough food and the shrimp may "overpick" on the fish.
