BTA or something else?

My LFS had this guy labeled as a BTA. Is that correct?

Also, when placed on a rock (about 2 inches from the sand bed, it moved to the sand bed and has stayed there. Is this normal? I know they go where they want...

If it's on the substrate it might be a sebae anemone.
