Hi, Lane here. I have had my share of hard times. Just as character is what you do when no one is watching, it is also what you do when you are desperate. It is completely ones own decsion to steal or not no matter their situation. The USA is the most charitable nation on earth. Every major city has lots of those services. I know, I once quite my good job and worked in the trenches with addicts, alcoholics, and HIV positive people, at the Baton Rouge non-medical detox center. It was hard but the reality is most theft is not for food or any other true necessity. I lived in Louisiana for many years. I have also lived in many other places. Inner city crime is not racial. It is not financial either. It is character or lack thereof. For all of us, I would like to hope that our character would have us ask for help. Most people do in that situation. You will not starve. Especially after a national disaster wth FEMA passing out money and food.
By the way, some estimates are that 20% to 33% of all money spent post Katrina has been waste, fraud, and abuse. And those criminals who are doing this are not in the majority black. They are the white construciton establishment, the good ole boys, but still criminals. Looting wheather door to door or with a government contract is still a crime.
