Should I be using chloromine filters? Anybody else using them for LI?

Last year, I spoke to the water municipality in Mineola and they are not currently using chloramine in the water system BUT it is on their agenda with no firm target date.
Chloramine will kill your membrane really quickly if you don't setup the prefilter stages for it.

Chloramine won't typically damage the membrane.
If you'll tell me the name of your water utility I'll look to see if they use chloramines.

Please correct me if I'm wrong, but I believe that chlorine + ammonia = chloramine.
