I just got a 250W aqua medic MH to replace my 165W PC orbit fixture for my 20 gallon long tank. How much can I expect my electricity bill to increase?

The increase is more likely 135-150 watts since 250 watt HQI systems normally consume between 300-315 watts.

If you look at sanjay's bulb tests you will see. Some of the SE bulbs consume even more than that when used on a hqi ballast.

As for HQI ballast overdriving a DE bulb? It's BS that makers of electronic ballasts want you to believe. The bulb was around LONG before the elecronic ballast. If you look at most lighting company literature, they list the M80 ballast as the ballast of choice for 250 watt DE HQI bulbs. Sorry but my memory failed and I noticed that depeending on the bulb wattage ranges from 269 - 371 watt for DE bulbs, however most common bulbs are running in the range that I stated before. As for SE, between 315 - 376. The XM 10K is running at 374 watts, nearly 400 watts.
