How long has the powder blue been in the system? Because some individuals can be aggressive not only towards other tangs but any new fish once they're acclimated. Personally I wouldn't try to add a tang unless is was noticably larger than the powder blue. At the very least you need to give the sailfin something to hide in instead of being out in the open where it will feel very exposed to attack. You probably need to provide some kind of circulation to keep the food from rotting in the acclimation box. And to be honest you probably should consider rehoming the sailfin. And if you're not using a QT I'd strongly reccomend it as you can solve feeding issues before adding a fish to a tank where you have additional acclimation issues.

If the PB is the issue (very strong possibility), removing him from the system and allowing the Sailfin a chance to acclimate should help. There still could be issues when adding the PB back, but once the Sailfin has had a chance to become more established, and the PB is the "new" fish, they should do better.
Keep in mind, the bigger the tank, the less aggression, more Tangs, likely more aggression.

His fins looked chomped on, likely already stressed before you got him.
Put him in a proper QT by himself, low light, place to chill for now.
He must eat soon or he will perish.
