I have mine set to the bottom of the black neck when the pumps are off. I never tried setting it to the top of the neck but I would be afraid that it would overflow too easily. I'm not expert on Deltec, but I set mine up so that the water level with the pumps OFF, comes up to the top of the black neck. I can remove the collection cup and not have any water overflow from the skimmer. I needed to close the output valve a little to achieve this level. With the skimmer pumps running, I've set my air intake valves at the 2 o'clock position and the skimmer seems to be doing a great job. My installation was inspected and approved by LUNCHBUCKET.

looking good, i didn't see GFI's on your electrical circuits, are they on another part of the circuit? also the waterproof covers are in order under the tank.
