If the water level in the tank is rising as water is added to the sump, there is only one explanation - water is being pumped into the tank faster than it can drain. Either a drain is restricted or the pump is somehow moving more water than normal.
Even if the sensor was in the drain or refugium section of the sump, the water level would go up in the sump as the ATO ran.
Maybe an air hole in a durso is plugged?
This is all assuming your sump is below your tank, of course.
