Hawkins enchinata verryy slowww growth

I've had a Hawkins enchinata frag now for about a year with very little growth. Maybe 1\4". Even my oregon tort grows faster. The enchinata frag is maybe 2" lower in the tank than the tort. Any suggestions?

I wish I had access to a par meter but I dont
