Phycodurus eques (Leafy seadragon)?
That's not so much hard to get but rather hard to keep alive. Plus it is cold water. And they are rather boring fish as their main objective is to stay hidden among the seaweed.

Don't get me started about that stupid and irresponsible show.
I wish they would show those tanks after a few months/years and track how many of the original fish actually made it.
 
This one was bought in Sweden for around 5 years ago. The price then was 1900$. It changed owner in December 2015 and it was sold for around 1400$ if I remember correctly.
 
For me beauty and interesting behavior are the only factors - if the price is low, even better. Another factor to me is that you can keep the fish in pairs or harem groups.
Rarity has an entirely low value to me.

But I know that especially in some Asian countries rarity is the most important factor since owning something rare (and usually expensive) is a status symbol. Some of the richest guys there want fish nobody else has and are willing to pay insane amounts of money. Just last year Baja Reef auctioned off a xanthic passer angel to Taiwan for over $20k - and that was a rather cheap fish compared to others.
