How important are FANS for a PC structure?

The JBJ 2x65W unit has 3 fans that run to cool the unit, however they are LOUD as HECK! SUPER LOUD...

I was thinking about disabling the fan, would my ballast and casing get so hot it'd be detrimental to the lamps?

Are they really dirty? ya might consider replacing them ya can get new fans at Radio Shack for like 20 dollars it is a lot cheaper than risking ruining a ballast for sure!!!!!

Hm, they don't look dirty at all, it just appears as though thats' how they were made on this unit

I wouldn't disconnect them that will cause damage!!! plus that heat has gotta go some where!!!

Definitely, looks like right now the other two fans are out of operation, I need to try to find a way to fix the fans
