Is this possible FLUKES or something else

That depends a bit on which treatment you chose. Some medications, like CP, treat them both and TTM can also be amended with formalin dips to get both off the fish at the same time.

Well, sort of, or mostly. There is a risk of treating ich with CP (for only 30 days) as it only acts on the theront stage of the life cycle which is in the non-deterministic back end of the life cycle. However, velvet and brook have a highly deterministic life cycle so 30 days would work with certainty. Basically, I am agreeing with ThRoewer with a slight technical caveat.

There is some anecdotal evidence that CP also works with Uronema but I have no literature sources for that.

Well, that 30 day concern does only apply for treatments in the DT which shouldn't even be considered - just look at the CP threads on that topic and the losses people trying it suffered. I'm fairly certain, had they pulled their fish out and treated them in HTs those losses would have been much lower.
And if used in a HT the theront stage is all you need to worry about, because after 2 weeks of treatment, when all on-fish stages have dropped off, you can move the fish to a clean HT/QT/holding tank.

I don't see anything that indicates disease in the photo. Foxfaces are known to change color on a whim (mine goes almost completely white at times), and they do shed their mucus quite often. Now, that doesn't mean it does not have some sort of ailment, but based on your description (normal behavoir/feeding), I would err toward observation at this point.

@ Deinonych

I was really digging deep on some more research about the Foxface and I came across that too. So I will give him a few more days and see what happens, this morning I cannot see the white blotches at all.

@ ThRoewer, Dmorty, Snorvich
I am familiar with the TTM and CP. I wanted to do TTM method, but my better half (my wife) did not agree with extra tanks. So I have to do the old method of treating and observing in the same tank. I was lucky to get a QT for fish and one for Corals and CUC. So I do use CP (New Life Spectrum Shield Powder) and it was used on the Foxface for 28 days. This is my method of quarantining. I acclimate fish, observe for 1 week, making sure they are eating before adding any meds. Week 2, if they are eating I will dose Prazi-Pro, Week 3 I do a 25% water change and dose a 2nd time with Prazi-Pro. Week 5-8, dose CP for 28 days. That takes me up to week 8 which I will add carbon and begin observation for weeks 9-10 without any meds before introduction to the tank.
