Making sand from dead coral?

Naw, they are not the same thing. Coral skeltons are deposited by biological activity, and aragonite is a precipitate due to a physical process. A world apart, despite the similarities.

You may be thinking of oolithic aragonite, where the ooliths are formed via physical processes.

Sand will vary a lot in composition depending where and how it formed. Some sands may very well be almost completely made of crushed coral and shells.

if you want a sand sifting goby, research in what type of sand they naturally dwell and try to recreate that. It may be illegal for YOU to take sand from the beach, but I imagine that there are companies who mine it for the construction industry. Have you tried looking in hardware stores or other type business that sells building materials?
 
Are there any reef stores that sell in your region or in Sri Lanka? Buy some caribsea sand locally and shipping would be reasonable.
 
Look into permits you may find that you can apply for a one time harvest of beach sand. You may have to find a legitimate reason past that of "I want a sand sifting goby" but something creative such as a comparison to you local beach sand vs your local washed up coral skeleton brake down inside a controlled environment i.e. your living room fish tank. But when all else fails talk to local reef keepers about what they did. BB tanks when done right are ba even with out the prised goby.
