It typically takes several months before they start laying eggs, but they are probably mating. The female will have to get much bigger for she can lay eggs.
That is a sign of pair bonding. It is a good thing. Mating or egg laying could take 6 months to over 2 years if they ever decide to lay eggs. Enjoy your pair as they are and take the eggs as a blessing if they come.
some clown fish can indeed lay eggs at 2" though it isn't terribly common.
The behavior you have described is quite normal for pair bonding.
My first pair of clowns took about 6 months to start spawning. That pair broke and the female started laying again about 3 weeks after getting a new mate.
