I went through the same thought process for selecting a blue fish. I highly recommend the Cherub/Pygmy Angel, Centropyge argi. These stay small, have good personality and, in my limited experience, are quite peaceful. Unlike some of the larger dwarf angels in the genus Centropyge, these leave corals alone.
Reef safe, deep blue and yellow, peaceful...what more could one ask for in a little fish?
