I changed his location to a medium flow location, added sand and put a rock on the other side to keep him stable. I won't touch him for a couple of days and hope he either digs or finds the spot he's looking for.
I tried to feed him some brine shrimp, it sticks on the tentacles but he doesn't seem interested to eat though. I took some close ups of him, would like to know if he looks fine to all of you.

What are your water test results? Maybe quarantine him in a separate tank without any flow, see if he starts to come back around.

Thanks, he's fully open now with what I think is enough sand. My concern is that his mouth is open.

The white stuff is sand, I added some more and got some on him.
Any LTA I had liked to be near a ledge so they can pull in or out of light as needed.
Looks like you have radion lights which it may be trying to acclimate to.
Medium light and flow seemed best.
