Mine eat them too. She's nice and fat. I think a lot of people's scavenge uneaten food off the bottom of the tank, they just dont see them do it.
 
Not unusual...have you considered setting up a feeding station?
I know, but this is a fish that was quite skinny when I got him five months ago and I'm thrilled that he's done so well because I've put in the effort.

I have considered setting up a contained feeding station. Right now he's target fed Nutramar Ova, bloodworms, and sometimes pellets twice a day on a rock at the top of the tank. I am always having to fight off my angel, wrasse, and cleaner shrimp and it's super annoying. I need to find a container that is just the right size so the wrasse can't get in.

I wish I could some how get them to eat more then pods, Mines really picky.
Keep trying! Turn your pumps off and while the other fish are eating, try to target feed the mandarin. Start with live brine, add frozen brine, and work you way toward other frozen foods. If yours isn't willing to eat frozen now it may take a long time, if at all, but it doesn't hurt to try. The thing is that you have to put the food on the rocks or some surface as they won't usually take the food from the water column. Mine eats great off the rock, but only very rarely will he take something from the water and that's only if it's close to the rock.
