125 gallon 6' long tank

nitrate 5-10 (colors on chart so close I can't tell the difference)

ph 8.4
2-Green Spotted Puffers (both under 3.5")
Porcupine Puffer (approx 3")
Stars & Stripes Puffer (approx 5")
temp 79-80 degrees
I have a porcupine puffer that has these large spots on her fins. She has had them before for a few days and they just went away on its own. Now she has about 4 spots on 3 different fins. I tried to get a picture of them but they are a shade darker than her fin. It really don't show up that well in the photos. Now the stars & stripe puffer has a spot on his fin. You can see it better in his photo. Can anyone tell me what this is. Could it be saltwater ich? Never had it before but it don't look like freshwater ich. Also yesterday my GSP got a cloudy eye. Does this have anything to do with what is going on with my porc & stars?
The porc's tail, you can see the darker shading on the fin.
The stars & stripe top fin one spot near the bottom of the fin, ignore all the spots under the fin those are his normal spots.
