I would not put a semilarvatus butterfly in a reef. The regal will most likely go after the lps also. Its really a hit or miss.

I have a chainlink moray in my reef tank. He ate a fish his first day in the tank. a red firefish. Ate the rest of the redfirefish (3). Then a purlpe psuedo( blessing in disguise haha). He is about 11in and hasn't eatin anymore fish. I have 3 s/w mollies that he hasn't touched yet. and the chainlink and my cleaner shrimp sleep in the same rock haha.
I know this eel wasn't on your list but just figured i'd give you my experience with an eel in a reef because im sure theres not many tanks like that.
I think what also happened in the beginning is i didn't feed my eel as much so i'm sure that might have cause him to still lurk for food. He has had plenty of chances to eat my sw mollies. He did eat my peppermint shrimps though. I wish i caught it on video when he snagged one out of a cave. It was a sight to see.
Also what i like about my eel is he will take the food and roll around stirring up sand in the places i can't get to and it helps keep dead spots from forming haha, just a little bonus.

I wouldn't bother putting ornamental shrimp in this tank. They'll be eaten by your eels and/or your puffer.
I've heard that the cleaner shrimp will eventually kill each other off until there are two left for a pair, even if it takes a few months. I wouldn't bother to get 4, only get 2. Also the sand sifting stars will most likely die of starvation, so I would get a serpent star or some other starfish. I noticed others were helping you with your fish so I figured I would comment on your inverts
