Opinions on lighting options

I have a 24" high tank that I'm reconverting into a reef tank from a FO. I plan on keeping a few lower light demanding sps corals near the top and then softies toward the bottom.

Would I be better off with a 250mh or a combo of 175w mh and 2 75w VHO's.?

The combo provides a little more wattage and it would make it possible to mix in some actinics but I don't know if that makes up for the quality of the extra 75w of mh.
