Yeah, I'm not a giant fan of those citations unless the work crews are actually working. The recent spate of road repair/construction accidents hasnt exactly made the state happy. They increase insurance costs to the state and make projects more expensive.
But when you rip up every major freeway in the state at the same time....you're gonna have accidents. Why they dont have crews working 24-7 to finish some of these things is beyond me...
Go w/ a traffic lawyer, anyone will do. What will usually happen is that the judge will allow it to be turned into a non moving violation and you will be fined the same amount as if you pled guilty to the original charge of speeding, (which since its a construction zone, will be higher than normal), but you'll also have to pay your lawyers fees, which you can count on being close to what the fine was. The court however will want their money immediately.
I think the state has set mandatory minimums for construction site violations. IIRC, before I became a police officer, I got popped by STL city doing 65 in a 55 mph construction zone...it was Sunday, and there was no cones set our and no workers present....but I still got fined $240 for the original ticket, and $100 for lawyer's fees...but that was 6 years ago too...might be higher now.
